1. จุดยืนของไทย : สันติภาพบนพื้นฐานความรับผิดชอบ

ไทยปฏิเสธประเด็นการตีความว่าข้อเสนอเพื่อสันติภาพของไทย เป็นการกดดันหรือบีบบังคับ แนวทางของไทย ยึดหลักต่อไปนี้

• เคารพอธิปไตยและบูรณภาพแห่งดินแดนของทั้งสองประเทศ

• รักษาแนวการวางกำลังตามความเข้าใจร่วมกันระหว่างช่วงหยุดยิง

• หลีกเลี่ยงการยกระดับสถานการณ์และป้องกันความเข้าใจผิด

• ยึดมั่นกลไกทวิภาคี เช่น คณะกรรมาธิการชายแดนทั่วไป และคณะกรรมาธิการชายแดนส่วนภูมิภาค

สันติภาพจะยั่งยืน เมื่ออยู่บนพื้นฐานของข้อเท็จจริง ความโปร่งใส และการเจรจาโดยสุจริต มิใช่การสร้างภาพในเวทีระหว่างประเทศโดยปราศจากการหารือทวิภาคีล่วงหน้า

2. ข้อกล่าวหาเรื่องการละเมิดดินแดน

ไทยปฏิเสธข้อกล่าวหาเกี่ยวกับการยึดครองดินแดนของกัมพูชาโดยมิชอบ การวางกำลังของไทยอยู่ภายในแนว

ที่ไทยควบคุมตามถ้อยแถลงร่วม และเป็นไปตามข้อตกลงหยุดยิงเพื่อรอการเจรจาทวิภาคีเพิ่มเติม ทั้งนี้ ไทยใช้ความอดกลั้น

และความเป็นมืออาชีพ ในการป้องกันเหตุปะทะและดูแลความปลอดภัยของประชาชนทั้งสองฝ่าย

3. กลไกอาเซียนและช่องทางสื่อสารฉุกเฉิน ไทยเปิดกว้างต่อ

• การเสริมสร้างช่องทางสื่อสารทวิภาคีที่มีอยู่

• การใช้สายด่วนหรือกลไกป้องกันเหตุเข้าใจผิด

• การหารือภายใต้กรอบหลักการของอาเซียน หากเป็นความเห็นพ้องร่วมกัน

อย่างไรก็ดี ไทยเห็นว่า กลไกทวิภาคีเป็นช่องทางหลักและเหมาะสมที่สุด ในการแก้ไขปัญหา

4. กฎหมายระหว่างประเทศและหลักมนุษยธรรม : ประเทศไทยขอยืนยันการเคารพ

• กฎบัตรสหประชาชาติ

• กฎหมายมนุษยธรรมระหว่างประเทศ

• หลักการระงับข้อพิพาทโดยสันติวิธี

ความปลอดภัยและความเป็นอยู่ที่ดีของประชาชนทั้งสองประเทศ เป็นสิ่งที่ไทยให้ความสำคัญสูงสุด ข้อเรียกร้องสันติภาพของไทยให้ความสำคัญกับความจริงใจ ความมีหลักการ มุ่งอนาคต เป็นคำเชิญชวนสู่การเจรจาบนพื้นฐาน

ของความเคารพซึ่งกันและกัน ข้อเท็จจริงที่ถูกต้อง และความสุจริตใจ มิใช่เครื่องมือกดดัน ไทยพร้อมเดินหน้าอย่างสร้างสรรค์

ร่วมกับกัมพูชา เพื่อฟื้นฟูเสถียรภาพ เสริมสร้างความเชื่อมั่น และธำรงสันติภาพอย่างยั่งยืนเพื่อประชาชนของทั้งสองประเทศ

Clarification Regarding the Cambodia Daily’s Report

The Joint Information Center on the Thailand–Cambodia Situation (JIC) has taken note of recent remarks published by The Cambodia Daily on March 3, 2026, quoting a Cambodian commentator regarding Thailand’s peace proposal in the ongoing border situation. Thailand reaffirms unequivocally that its position is grounded in peaceful resolution, respect for international law, and adherence to bilateral agreements previously reached between the two countries, including the Joint Statement of December 27, 2025.

1. Thailand’s Position: Peace with Responsibility

Thailand rejects the characterization that its peace proposal constitutes pressure or coercion. Thailand’s approach has consistently emphasized:

• Respect for sovereignty and territorial integrity of both countries

• Maintenance of current troop deployment lines in accordance with mutual understanding

• Avoidance of escalation and prevention of misunderstandings

• Commitment to bilateral negotiation mechanisms such as the GBC and RBC frameworks

Peace cannot be sustainable if it is built on misinformation or unilateral narratives presented in international forums without prior bilateral engagement.

2. On Allegations of Territorial Violation

Thailand firmly denies allegations that it has unlawfully occupied Cambodian territory. All troop deployments remain within Thailand’s established lines of control and are consistent with the ceasefire understanding pending further bilateral talks. Thailand has exercised restraint and professionalism in preventing incidents and safeguarding civilian populations on both sides of the border.

3. On ASEAN and Communication Mechanisms Thailand remains open to:

• Strengthening existing bilateral communication channels

• Utilizing emergency hotlines to prevent misunderstandings

• Constructive dialogue within ASEAN principles, if mutually agreed

However, Thailand maintains that bilateral mechanisms remain the primary and most appropriate avenue for resolving the matter.

4. Commitment to International Law and Humanitarian Principles Thailand reiterates its full respect for:

• The UN Charter

• International humanitarian law

• The principles of peaceful dispute settlement

The safety and well-being of civilians on both sides of the border remain Thailand’s top priority. Thailand’s call for peace is sincere, principled, and forward-looking. It is not an instrument of pressure but an invitation to dialogue based on mutual respect, factual clarity, and good faith. Thailand stands ready to engage constructively with Cambodia to restore stability, build confidence, and ensure a peaceful future for the peoples of both nations.
