ได้เข้าร่วมการประชุมระดับรัฐมนตรีระหว่างสาธารณรัฐเกาหลี กับประเทศผู้ส่งกำลังเข้าร่วมปฏิบัติภารกิจภายใต้กองบัญชาการสหประชาชาติ (Republic of Korea (ROK)-United Nations Command (UNC) Member States Defense Ministerial Meeting) โดยมีนาย Shin Wonsik รัฐมนตรีว่าการกระทรวงกลาโหมเกาหลีใต้ และนาย Lloyd James Austin III รัฐมนตรีว่าการกระทรวงกลาโหมสหรัฐฯ เป็นเจ้าภาพร่วม มีผลการปฏิบัติสรุปได้ดังนี้
– เมื่อวันที่ 13 พฤศจิกายน 2566 ผู้บัญชาการทหารสูงสุด ได้ร่วมงานเลี้ยงรับรองอย่างเป็นทางการของการประชุมฯ พร้อมทั้งได้รับเชิญเป็นผู้แทนของประเทศผู้ส่งกำลังเข้าร่วมปฏิบัติภารกิจภายใต้กองบัญชาการสหประชาชาติ จำนวน 17 ประเทศ กล่าวและดื่มอวยพรในงานเลี้ยง
– เมื่อวันที่ 14 พฤศจิกายน 2566 ผู้บัญชาการทหารสูงสุด ได้ร่วมพิธีเคารพธงและกองทหารเกียรติยศ ร่วมพิธีเปิดการประชุมฯ และเป็นผู้แทนรัฐมนตรีว่าการกระทรวงกลาโหม กล่าวสุนทรพจน์ในฐานะหนึ่งในประเทศผู้ส่งกำลังเข้าร่วมปฏิบัติภารกิจภายใต้กองบัญชาการสหประชาชาติ ในการนี้ ผู้บัญชาการทหารสูงสุดได้ร่วมรับประทานอาหารกลางวันกับรัฐมนตรีว่าการกระทรวงกลาโหมเกาหลีใต้, ผู้บัญชาการทหารสูงสุดเกาหลีใต้ พร้อมทั้งแลกเปลี่ยนของที่ระลึกซึ่งกันและกัน
สำหรับการประชุมระดับรัฐมนตรีระหว่างสาธารณรัฐเกาหลี กับประเทศผู้ส่งกำลังเข้าร่วมปฏิบัติภารกิจภายใต้กองบัญชาการสหประชาชาติ (Republic of Korea (ROK)-United Nations Command (UNC) Member States Defense Ministerial Meeting) นี้ เป็นการจัดประชุมฯ ครั้งแรก มุ่งหมายเพื่อเฉลิมฉลอง 70 ปี ความร่วมมือกันบังคับใช้กลไกข้อตกลงการพักรบช่วยคราว (Armistice Agreement) ของสหประชาชาติในคาบสมุทรเกาหลี โดยเป็นการดำเนินการภายใต้ภารกิจกองบัญชาการสหประชาชาติ (United Nations Command) ซึ่งประกอบไปด้วยกำลังจากรัฐบาลเกาหลีใต้ สหรัฐอเมริกา และประเทศผู้ส่งกำลังเข้าร่วม จำนวน 17 ประเทศ ร่วมกันแสดงความเป็นปึกแผ่นระหว่างมิตรประเทศในการแสวงหาสันติภาพที่ยั่งยืนในคาบสมุทรเกาหลี ตามคติพจน์ของกองบัญชาการสหประชาชาติที่ว่า “ปฏิบัติงานภายใต้ธงเดียวกัน” (Under One Flag) รวมถึงนำเสนอแนวทางในการเสริมสร้างความร่วมมือและการปฏิบัติงานร่วมกัน (Interoperability) ภายใต้กองบัญชาการสหประชาชาติ เช่น การส่งกำลังพลปฏิบัติงานในกองบัญชาการฯ การเข้าร่วมการฝึกร่วม/ผสมของกองบัญชาการฯ หรือการฝึกร่วม/ผสมของประเทศสมาชิก การส่งเสริมการพูดคุย/หารือแนวทางการแก้ไขปัญหา เป็นต้น
During 13 – 14 November, 2023, General Songwit Noonpackdee, Chief of Defence Forces of the Royal Thai Armed Forces represented Minister of Defence to attend a ministerial gathering between the Republic of Korea and nations participating in mission under the United Nations Command (ROK-UNC Member States Defense Ministerial Meeting). The co-hosts for this event were Mr. Shin Wonsik, Minister of Defense of Republic of Korea, and Mr. Lloyd James Austin III, Secretary of Defense of the United States. The outcomes of this high level meeting are as follows:
– On 13 November 2023, the Chief of Defence Forces attended the official reception. He also represented the 17 troop contributing countries to the UNC, in delivering a statement and proposing a toast for the occasion.
– On 14 November 2023, the Chief of Defence Forces took part in the flag-raising and honour guard ceremony. He also represented the Minister of Defence in the opening ceremony of the meeting and gave a statement as one of the troop contributing countries under the UNC. Later, the Chief of Defence Forces joined in the luncheon with the Minister of Defence of Republic of Korea (ROK) and Chairman of the Joint Chiefs of Staff of the ROK Armed Forces with momento exchange at the conclusion.
The significance of this ministerial meeting, being the inaugural event, was to celebrate 70 years of collaboration to enforce the United Nations Armistice Agreement mechanism on the Korean Peninsula, and to foster solidarity among the 17 participating countries, including Thailand and the United States under the aegis of UNC. The meeting underscored a collective commitment to achieving enduring peace on the Korean Peninsula in line with the United Nations Command’s motto of “Working Under One flag”. The event also laid down more concrete guidelines for enhancing cooperation and interoperability under the UNC, including personnel deployment to the UNC, and participation in related joint/combined exercises or those organized by any of the troop contributing countries, promotion for dialogues and communication among members to tackle future challenges, to name a few.
